Emergent Ventures International Pte Ltd (EVI) in consortium with Global Energy and Environmental Engineering Services LLC (GE3S), is rendering consulting services for the project ‘Preparation of National Survey ODS Alternatives in Oman’ funded by United Nations Industrial Development Organization (UNIDO). The six month long project intends to prepare a detailed inventory in Oman to determine consumption, distribution and uses of various ODS alternatives and support the sector to adopt appropriate regulatory measures for establishing an ODS alternative licensing and monitoring system.
Oman, as a party to the Vienna convention has committed to implement necessary measures to achieve phase-out schedules of Ozone Depleting Substances (ODS). Concerned about its technology choices in the context of Montreal Protocol implementation, the country wants to prepare a ‘technology roadmap” and hence is required to study the role of emerging alternatives to ODS in the economy. The consortium is assisting in developing the inventory on ODS alternatives by conducting three main activities - data collection, data validation and data assessment. The project kicked off in July 2016 with a national consultation workshop in Muscat, Oman in association with National Ozone Unit, Oman and UNIDO. The workshop aimed to discuss the project objectives, and data collection process involved. The stakeholders targeted included NOU of the Ministry of Environment and Climate Affairs (MECA), private sector entities such as distributors, manufacturers and consumers; and UNIDO. After discussions, two approaches were finalized for the data collection - survey i.e. “Top-down” that covered the data on import of ODS alternatives collected from National Ozone Unit (NOU) and licensed importers and “Bottom-up” that covered the data on actual consumption of ODS alternative collected from users and that traded by intermediaries (distributors & retailers). The consumption of ODS alternatives in Oman has been observed primarily in the RAC-servicing sector and XPS foam manufacturing. The data was verified by selected site visits and interviews with country experts, gas importers, appliance/equipment importers, Original Equipment Manufacturers (OEMs), and service providers and taken as basis for data analysis and consumption estimation (2011-15) by the above mentioned sectors. After 6 months of detailed industry surveys, the project is about to be completed and a final stakeholder consultation has been scheduled in January 2017.
The project was awarded to the consortium of EVI and GE3S by UNIDO in May 2016. The consortium identified HFC and its blends as the predominant ODS alternatives in Oman and suggested formulation of a strategic roadmap for compliance with the HCFC phase-out and HFC phase-down schedule.
